It was the faulty balast blowing the fuse. Had to remove the front bumper to do it because balast was fastened to the bottom of the headlight assembly. Very expensive part. I think I paid $500 for a balast & bulb from an online wholesale acura dealer.
I dont know if the high beam coming on is on purpose but it saves you from getting a ticket for driving with a headlight out. Good luck.
